In Germany, must "T"UV" (technical assessment of a car) run place within the nouns where on earth the car's registered?

In Germany cars must be periodically checked to ensure they are technically OK. The check is called 'T"UV'. Is it mandatory to enjoy it done in the nouns where the motor is registered or can you have it done contained by any T"UV center?
