In New York state can someone over 18 apply for a driver's license lacking have a licence?

is 6 months of driving with a security absolutely basic for a driver's license in topical york state if one is over 18? or can i skip the permit?

Answers:    If you don't hold a permit, you are not permissible behind the rudder, so you cannot take a driver theory test, period!
