Just last week my brother got stopped because he be speeding but the cop gave him a warning but he get a ticket for no insurance, because he just got the sports car but neways today my brother went to go bring his car checked in to see if he pass the smog check and the police gave my brother tickets for illegal parts contained by his car an (intake?) BUT he also gave him another ticket for not have insurance AGAIN?! is this okay i don't think this is right? my brother already had gotten one and he newly got another one! can we fight this? what do you come up with?

He should have immediately gotten insurance after getting the ticket. He should enjoy known better than to take a vehicle to any civil servant place (smog place) STILL not having the insurance in instruct! He deserved both tickets. In PA, his car would have be impounded immediately during the first stop.
