I don't think there is any problem for anyone to gain a quote, if someone gets a policy without your green light then you have a problem. But surrounded by order to open a policy beneath your name you would need to be present to verify identity and sign the policy.
Answers: If he gave HIS personal information, HIS drivers license information, HIS address etc & he be just getting quotes on cars he was thinking around, it is not illegal. There is really nothing you can do, he didn't steal your identity by giving your information, did he??
