this is a two part question..1. can i settle for the registration fee if the car is not beneath my name? and. 2. can i pay for the allowance without having to budge to the DMV or to a broker??... ie. via mail or online?? and if so , how? thanks

2) You need the renewal paper to repay online. There's an access code you need to enter.
An alternate would be AAA, if you have AAA bias. Some branches have DMV services.
