Permit over the age of 18?

If you get a driver's charter over the age of 18 do you still have to remuneration the same amount of insurance as you would hold to pay if you get a license? I've never really driven a car past and I'm not exactly sure what steps you would take to return with your license but wouldn't getting a permit be easier and smaller quantity inexpensive if I'm just trying to gain experience?

Whoever is teaching you to drive have a vehicle to teach you within, will be with you when you drive, and his insurance will cover you.
