It doesn't matter how much alcohol the officer think you have have (or you tell him/her how much you own had), if the officer believes you've been drinking any amount of alcohol, you must cart a PAS test. If a PAS trialling device in not available, you would own to take another type of chemical trial like a breath or a blood trial. If you refused or didn't complete the PAS (or other chemical) oral exam, you would have secondary progressive driving privilege revocations.
Note the "If you are under age 21" clause within there? That is the root they started putting the date you turn 21 on the license, to assist the officer in making that determination.
Once you gain a renewal over the age of 21, the phrase vanishes from your license. And I believe it started in the order of 1984,
Look up the date that law started, and it be shortly after that.
