Why would I attain a Lien awareness from the CA DMV over a month after I compensated the tow co. and get my vehicle support?

I went to the tow company and they said they convey a notice out on every motor they tow. This is taxpayes' money being spent (State of California Department of Motor Vehicles pays an outside lien company to directory the paperwork).
I took the lien paper to the tow courtyard and said "give me my car" since they be implying they still have it and I hadn't paid them. It took them a gala bit of time to realize they didn't have the vehicle.
