HP was originally an attempt be early engineers to weigh up the pull of a tractor or other machine. it is somewhat arbitrarily designated as 550 lb-ft/sec of power. It medium moving a force of 550 lbs one foot in one second. Or assume that a horse is pulling a plow and exerting 110 lbs on the plow and walking 5 feet per second. That is 550 ft-lb/sec or one HP. In the armour of a car engine the torque is the force generated at the flywheel - which is equivalent of the horse pulling the plow. Multiply the torque by 2 xPi (2 x 3.14) x rpm give the distance the force has travelled and then divide by 33,000 (60 x 550) and specifically Horse power.
James Watt is generally credited with invention of the steam engine (late 1700's). The engineering/scientific community have honored him by naming the metric unit (meter, kilogram, sec) of power after him.
