it depends. for around town riding, a smaller bike (under 500cc) will give you better mileage than a larger bike. But, highwway and freeway driving, a bigger motor (above 900cc) will offer you better mileage because it doesn't work as hard to hold you at speed. Also, the type of bike makes a difference too. A bike near large fairing and windshield will hold more wind resistance and this drops mileage, but on a longer trip or at dignified speeds, it's sure nice to have the snake blocked and debri deflected from your facade.
My current ride is an '07 Harley "Ultra" classic which is fully loaded with every gadget you can given name. Around town it gets 35MPG and on the highway it get between 40 and 43mpg, fully loaded and with two riders. My '06 Harley Dyna far-reaching glide near saddle bags but no fairing, get right at 45 in town and 50 on the highway. My Honda 750's would return with 55 mpg average. My Kawasaki kz 1000 got around 40mpg. My honda 500cc get about 55mpg average.

If you can budge lighter scooter get better.
