Answers: The problem you're describing would own nothing to do near the carburetor, if it is clean.
The engine would individual need starter fluid to run, if the top fall was worn out and within need of a reform (cylinder, piston & rings).
The screw that isn't touching the throttle, is the idle "mixture" screw.
Turning it between 1/2 - 2 1/2 turns is addiquit to run the engine.
That screw is to fine tune the unexploited speed.
Once the engine is reved past unexploited, it has no effect.
The syringe valve could be clogged beside something.
Or it is set too lean (motor will die) or too rich (motor will run irregularly, maybe die and the exhaust smells close to a lot of gasoline).
The one screw at the throttle is probably the 'idle' setting.
Then some carbs hold a 'low revs' and 'high revs' syringe.
Or the fuel filter is clogged, if you have one.
Could be something else too.
Next time please explain for a while more clear, like, using interpunction (commas, period etc.)
Good luck
