Answers:    At 16 you can only ride a bike registered as a moped.
That vehicle under 50cc and restricted to 50kmh (about 31 mph) is adjectives you're allowed - you're breaking the law if the bike is derestricted. You must display L plates, and enjoy insurance as well as your provisional license (find out how much this is plausible to cost before you buy your RS50 and factor it into the total cost - it won't be cheap to insure).

By immediately, you may be asking yourself what's the point of a very expensive 50 cc "sports" bike that can singular legally do 31 MPH - one and the same as any other moped? Well, they can be de-restricted to go much faster (but you're no longer legal). What would I do if I be 16 again (with the benefit of hindsight)? I'd buy any old *geared* 50c bike (please - not a scooter!) to use while I be 16, then return with a cheap 125 to take my full access check on as soon after my 17th birthday as I could, then catch a proper bike. The money I'd spend on lessons would be much much smaller amount than the depreciation on two smaller bikes.
