First of all look at doing a CBT(lb100ish), you are unacceptable to ride a bike today with out doing one.

You need a provisional licence or a full motor licence.

To get your bike test you involve to do a Theory Test (lb30) and then a bike Test (lb60).

Lessons around lb600.

For a bike budget about lb1000 for a 125cc, road Tax is one and only lb15 and get some gear budget at least lb500 for that.

Answers:    Ideally we need to know your age as this affects your option.

What kind of journeys will you be doing? If A to B is an urban commute you might be lively doing your CBT and then riding a 125 with L plates for a couple of years. This would no problem be the cheapest way.

If you fancy riding something more than a 125 - and if you're out on the open road next I'd strongly recommend it - then you need to look at ratification your bike test. The route you take depends on your age - if you're over 21 you can do direct access course & try-out and then you can ride anything, otherwise you take the testing on a 125 and you can ride a bike up to 33bhp - which isn't as slow as it might sound!
