Answers: Depends on your state. In Michigan, there is something like $170 of baseline "Catastrophic Claims Coverage" that everybody starts at, then you donate your actual insurance on top of that.
I have an idea that I pay around $270 total, but it vary all over the map - I have one quote at $600.
I wouldn't recommend any sprocket racer for a first bike.
STRONGLY recommend you get something more resembling a conventional or an enduro or dual sport. Even a dirt bike. The handling is much much less twitchy and much more forgiving to a learner.
Get something cheap, second appendage, third hand... numeral you'll drop your first bike once or twice so ride with adjectives the gear all the time. Get a cheaper, uglier, don't safekeeping so much about it bike to start next to -- so you can get a surface for actually piloting a motorcycle since you put down more money on a nicer / newer one. (besides - after you get your skills, you might want something hotter than a 650)
I know of a guy selling a Ninja surrounded by Michigan I could refer you to, but I wouldn't recommend it -- its just not a honourable choice as a first bike.
Maybe you can find a nice Nighthawk 750 -- lots of giddyup without too much squirrelly surrounded by the twisties.
Plain and simple. If your a good responsible rider who know their limit's you can have a litrebike as your first and never hold an accident. If your an idiot you'll put to death yourself even on a 250. For a responsible person the ninja 650 would be an excellent starting bike.
