Is there such entry as a throttle limiter on a sportbike such as a CBR600rr, and if there is how would I boundary my throttle.
Your motorcycle should have a throttle position sensor (you don't read out what year the bike is). This changes the physical position of the throttle into an electrical signal to the ECM. It may be possible to hook up the ECM to a laptop and adjust this signal. I wouldn't try it myself unless I have a manual.

Answers: I think what can be done is a rev limiter to some extent than and throttle limiter. The ignition, but not the fuel injection, can be reprogrammed. It would be easier to change the existing rev limiter contained by the ignition than to modify the fuel delivery system.
Check beside the local Honda dealer to find out if they can craft this change (probably not). Or find an after marketplace programming service (they plug into your motorcycle CPU and change the program), software (you plug into your motorcycle CPU and adjust the program) or a chip (a preprogrammed device that you plug into the CPU).
Any way you do it, it will most probable require a programming change.
