Why am I getting no power to...

Answers:    It looks like a 1970s or 80s japanese single cylinder model. Either a yamaha or a suzuki at a guess. I'd also guess at 100cc to 125cc A better angle and a closeup would hold been better.

Removing handlebars on bike?

You taking the pis*s here I assume? The picture is crap for a start, the angle adjectives wrong to see very much and there is just a lot to go on.

Anyway the simple answer is no, it is not worth taking the engine out of. The reason are patently obvious so I won't bother going through them.

I saw your other photos as well - you appear to have a rather interesting pinch on the world, definitely need to find some clean socks, tidy up where you live but please don't stifle your imagination as that appears to be surrounded by wonderful working order. That Stephanie chick is also well worth a well-mannered one. So stick with your riding fantasies in that nouns and forget the bike, it is fuc*ed beyond use and only if it were something approaching a Brough Superior (which it isn't) would have even been worth have taken the picture.
Oh wow, you found the lost 1932 Excelsior Manxman that broke the sound barrier surrounded by 1935 and then traveled forward in time to break the speed of Light and it must own caught fire on its travel back from the future. Give it a clothed burial please !

I want to buy a used enfield...

Pardon the smart(a)$$ answer but it looks resembling a dead one. With it in that category of shape the only way you'd find out is by reading the plates or getting some numbers stale it. That thing's shot and I doubt the motor is any good.

I would just send for it in to the police and let them draw it away for scrap 'cause that's just about all it is now.

Moped running slow?

Report it to the police. Just because it was abandoned doesn't formulate it yours. Unless you stole it and are claiming it was abandoned. Also could not see picture.
