Personally I wouldn't touch it, no papers and a "missing" frame number are not apt indicators a stolen & recovered example possibly. When he says it is a powervalve engine it probably means it is turned to full on, the powervalve cover is missing and you can see the cable required for it aren't fitted – not necessarily bad as that was frequently done because the cable tools costs so much – but 33bhp is optimistic, save yourself some heartache and capture another example. The front brake is probably an easy enough fix – those Yamaha brakes normally seize.
