Simply if you park a normal motor, not a camper van etc... and dose off, as long as the leyby have no signs giving waiting instructions, i.e., waiting limited to 2hours, no return etc or NO overnight stays or camp, then you fine, most on A & B roads are Ok, but some councils, deter human being sleeping over night, the signs will recommend. my friend is a lorry driver and uses loads of them to ensure he doesnt fall foul of the driving regs for them, hes doenst hold any bother.
As for the safety, thats really your name, some places i would be careful, but trust your gut idea, it wont let you down.

I've slept in loads of lay bay as a white van man with no problems or police attention. As a hippie roaming the south of England the worst i hold had is to be asked to verbs by, normally, a vastly nice policeman. Lorry drivers use them all the time near no problem.....but my boss said once to watch out for 'ladies of the night' who are for a while too young as they turn about stitching drivers up! Unfortunately never happen to me so i would say freshly don't let anybody contained by the car, lock the doors and be nice to any policemen!
