Can you turn someone into the police if you enjoy their license plate number?

The other day I be driving home from the store and these two teenage girls surrounded by a Mercedes were going too in haste around a curve and almost side swiped me when they swerved out of their lane. So as I passed by them I have them a dirty look and that must enjoy pissed them off. Next entry I know, They're cutting contained by front of me and slowing way down and when I try to find around them they just cut surrounded by front of me again. I finally managed to seize away from them by turning onto a different road. Thinking back on it very soon, I probably should have call the police as it was scheduled because that's dangerous driving. And getting a ticket from the police probably would enjoy taught those two a lesson. But I didn't... so my give somebody the third degree is, if I have their license plate number, can I still turn them into the police for aggressive driving or something? Or is it pointless because there's no passageway I can prove that it really happened?
