Car Crash Question - Me Responsible right?

So my last grill was helpful of badly worded. So I will provide a diagram. According to him, he be behind me, thinking I be going into the left turn lane, but nope. He said contained by front of him was a saloon, and to the left be other cars, so he went beside me, and was on my right while I be trying to do a U-turn.

When I went up to him, he be talking on a phone. I do not know if he be during the accident. Me, what be I doing? I was trying to do a U-turn, going into the suicide lane or saftey lane area, and going for it. I did not expect a saloon to be next to me. Look at the diagram. I did it fully clad, and by no means consider it accurate, merely what I could do in a few minutes or something.

I am red, he is blue. Who's condemn? I know I was at condemn cause I granted not to use the left turn lane because it said No-U Turn and I established to do it before the disappeared turn lane.

Answers:    I looked at your diagram and from what I can see, it could be mostly his failing but I'm not entirely sure you're in the clear any.
The reason I vote that is because the other vehicle had no explanation to think you be going to make a u turn at that exact place, as he said, he "assumed" you be just going to be in motion ahead and make the turn at the disappeared hand turn.

It's a nonspecific rule that whoever is following behind must declare enough distance from the vehicle ahead of him to allow enough room for a mistake.

If you didn't see him, any he was at the back you before you made your turn or he be in your blind spot. Either style, you are still required to check to see that you can make your move undamagingly.

sorry but still didnt get the undamaged scenario. but i guess whoever was trailing, it was his shortcoming. thats the way it is mostly.
