Cell phone use while driving?

What states have a ban on driving and discussion on cell phone? Ok if it is used with head phones. When are the ethnic group going to pay attention to driving and be more safe?

Well, the one and only state that I know [for sure] has this ban is Illinois. I don't know if in that are other states that have the same order but there most likely are. It usually is okay if you're using a headset, as long as here is only one earbud.
