17. Easy, pick a fixed object at the side or within the road and start counting when the vehicle ahead passes it.
ie, 1001, 1002, 1003 etc.
If you seize to 2 seconds up to that time you reach it - increase the outlet.
As for the 4 second stopping - sorry cannot help you.
