Could you make clear to me what age a child can sit surrounded by the front form of a saloon?

My mom died within a sports car...


12 years old. (That's what it say aloud on my pull-down mirror in my saloon, in the front seat)

I would imagine it depends on which country or other administrative region (e.g. US state or Canadian province) you live surrounded by. Everywhere has different rules.
