No, chauffeurs licenses are regulated by respectively state's Secretary of State or Department of Motor Vehicles.I've heard of a few states that have merged their chauffeurs license near a Commercial Drivers License.

A commercial transport driver is classified class 1 which supercedes adjectives licences here except for class 6 wwhich is motorbikes.
