Answers:    Whoever told you that is grossly misinformed and their logic if you follow it will acquire somebody seriously hurt or killed. I strongly suggest that you look up the traffic law in your state earlier believing a statement like that.

Also only just because you have your turn signal on does not endow with you the RIGHT to turn or change lane, it's just to notify other drivers of your intention to transmutation direction. It's a courtesy, just as the other driver is supposed to be courteous to you when you put your signal on.

Here is an excerpt from the NYS Vehicle and Traffic Law Article 27, subsection 1142 and Article 29, subsection 1172 respectively:

SS1142. Vehicle entering stop or relinquish intersection. (a)Except when directed to proceed by a police officer, every driver of a vehicle approaching a stop sign shall stop as required by section eleven hundred seventy-two and after have stopped shall yield the right of course to any vehicle which has enter the intersection from another highway or which is approaching so closely on said highway as to constitute an immediate peril during the time when such driver is moving across or within the intersection.
(b) The driver of a vehicle approaching a surrender sign shall in
compliance to such sign slow down to a speed reasonable for existing conditions, or shall stop if mandatory as provided in booth eleven hundred seventy-two, and shall yield the right of path to any pedestrian legally crossing the roadway on which he is driving, and to any vehicle within the intersection or approaching on another highway so closely as to constitute an immediate risk during the time such driver is moving
across or within the intersection. Provided, however, that if such driver is involved contained by a collision with a pedestrian contained by a crosswalk or a vehicle in the intersection after driving former a yield sign lacking stopping, such collision shall be deemed prima facie evidence of his fiasco to yield the right of channel.

SS1172. Stop signs and yield signs. (a) Except when directed to proceed by a police officer, every driver of a vehicle approaching a stop sign shall stop at a clearly stained stop line, but if none, after shall stop before entering the crosswalk on the close by side of the intersection, or in the event near is no crosswalk, at the point nearest the intersecting roadway where the driver have a view of the
approaching traffic on the intersecting roadway earlier entering the intersection and the right to proceed shall be subject to the provisions of section eleven hundred forty-two.
(b) The driver of a vehicle approaching a relinquish sign if required for safety to stop shall stop at a clearly splashed stop line, but if none, afterwards shall stop before entering the crosswalk on the fundamental side of the intersection, or in the event near is no crosswalk, at the point nearest the intersecting roadway where the driver have a view of the approaching traffic on the intersecting roadway up to that time entering the intersection and the right to proceed shall be subject to the provisions of section eleven hundred forty-two.

I'm positive the traffic law in your locale are similar save exactly the same.
