I think quality and safekeeping go hand-in-hand. But, I'm just trying to grasp other perspectives.
When something is what you expect it to be then it is perceived as quality.
Quality have to do with a lot more afterwards just safety. I have a sneaking suspicion that safety is part of the feature of the design.
But I tend to buy based on quality of the product as it is sold on the souk. Will it meet my expectations as far as performance (to me this is a safekeeping issue too, because I want the car to perform surrounded by such a way that I survive a crash), longevity and serviceability. This serviceability is becoming a real issue for me. So copious manufactures are making it hard (if not impossible) to capture service after-market. If it does not meet my expectations it is of low quality.
Answers: Quality could be defined as the level of craftsmanship and attention to detail contained by building or doing something according to prescribed instructions - blueprints, tech manuals, industrial standards and prescribed policies and procedures.
Safety is a combination of intelligence, training, attitude and experience...It is being aware of the proper procedures beneath all conditions - including emergency - and then following those procedures base on all the factors programmed above...Thus, the only time a machine, such as a vehicle is 'safe', is when it is shut bad and nobody is in or around it.
Good question.
