Is this sanctioned answer on the Calif. Driver's Test wrong?

Q. You should flash your brake lights when:
a) you have to slow down suddenly.
b) you are aid out of a parking space.
I answered (b) but the book lists (a) as correct.
My cars enjoy ABS brakes and you are not supposed to pump (thus flash) the brake pedal when you have to slow suddenly.
Any thoughts on this? Am I wrong?

Answers:    Flashing brake lights mechanism on and off slow plenty so you're not pumping the brake, but fast satisfactory to alert approaching drivers. What I do is tap the brake pedal on for a half-second, bad for a half-second, etc. several times. It provides ample warning minus actually pumping the pedal.

Additional details: The cross-question refers to a fairly speedy slowdown, not necessarily an emergency stop when you slam on the brakes. A good example of this is when you see a traffic tie-up ahead and you must slow from 70 mph down to a crawl or a stop.
