Naked roads?

i've heard they are doing pilot scheme of "naked roads" within other parts of the country and they are working better than the normal roads we drive. In truth, i regard as the government are trying to discourage race from using their cars. I know i am one, as i hate driving in a minute, they add more signs and stupid mini roundabouts that nobody seem to know who has to move first, and next they go and put LIGHTS at non busy roundabouts that do utter chaos that in actual fact cause more accident.All i know is you use you're common sense on the roads, they are only trying to confuse us to any get us of the roads or mute the population!

Please edit and explain the in the buff road concept. I live in Nevada where on earth the roundabout is a huge improvement, but the entity in the circle have the right of way here.
