In all of Europe, if you surpass another vehicle on the right on the freeway for ANY reason, it is automatic license suspension for one year. Almost as severe penalty for failure to move over to the right to allow faster traffic to surpass on the left.
These two simple and ironclad rules get freeway driving so much easier there than contained by the United States! Someone comes up faster behind you, you a short time ago move over, period, and the guy go safely by, even if he's driving over the speed target. You don't really have to look to the right, because you KNOW in attendance will be no one ratification you on the right.

The problem is that there are some who cannot turn fast plenty and everyone else is in the course. There are others who think they are going too speedy or refuse to step faster than the speed limit. For others it is only plain ignorance. I am a commercial transport driver and sometimes I need to surpass on the right as someone may be going to slow. What really irks me is that I may have my signals flashing and it isn't complicated to see 3 different signals coming from 75 feet of transport truck. People will intentionally see up so that I cannot get over to the "sledge hammer lane" as truck drivers call it. Then when I do draw from over, the people that I hold passed have contracted they don't want me to be in front so they'll break the directive again by ignorance by refusing to allow me to overrun them by matching alike speed as me. This also creates frustration in other motorists who want to miss me when I can't get posterior into the "granny lane". Another thing explicitly frustrating is when I have my signals turned on, at hand is a moment for me to get into the "tack hammer lane" and some people come up with they can come out from behind me and occupy the lane formerly I can get over. My guidance to these people is please kind sure you have a "will" made out. Someday these travels will catch up beside you and an accident between a sports car and a truck is no contest.
