Question give or take a few up to date license restrictions within Oregon?

I want to know if this is just an urban legend or not. About partly of the people at my high college say that the law be passed and now newly issued driver's license for minors. They claim the law has be changed to you must wait a year to drive friends. Other's say that isn't true and it's still 6 months. Deliever the answers Anonymous!
