Right turn on red...?

If you make a right turn at a red light when nearby are cars parked in the first lane of the street you are turning onto, are you allowed to drive over the crosswalk to make it easier to see the cars coming surrounded by the 2nd and 3rd lanes, or do you have to stop until that time the crosswalk no matter what? Can you stop before the crosswalk and later creep out a little?
