Rising Driving Age To 18.?

I saw the paper the other sunshine and noticed how a report it going to published in the order of rising the driving age to 18 with harder test.
As I'm 16, 17 in May and looking foward to driving to college as it take 2 hours by bus, I'm wondering if the proposals will be in up to that time then so I'll own to wait until I'm 18? Or is it most credible to happen surrounded by 2009?
