I'm not sure of the answer to what you are asking, but there are kids that have to stand outside & lurk for there bus to come. Sure, there are kids that enjoy there parents drive them up in a heated sports car, & wait with them, but some citizens are less fortunate with parents who are powerless to give them a ride up to there bus stop. Some empire get showers in the morning, & be in motion to school with showery hair. What if they are the ones with the parents that wont ride them up? Then they are risking a cold.
