I got a seat belt ticket. the passenger within my car was not wearing a form belt. Here is the question, the cop did not approach us until we had already gotten out of the motor in the parking lot of my apartment complex. He came up and said, hey can I chat to you guys for a minute and then told us the passenger wasnt wearing his seat belt at a stop sign give or take a few 100 feet outside my complex. The cop never actually pulled me over. Is this allowed? I don't get the impression this ticket was issued properly. Any insight on this issue would be great.

Answers: Yes he can do that without pulling you over. How do you meditate they issue tickets to people who get caught thru traffic cams in need actually pulling them over? The only mode you could get out of this is if the officer who ticketed you was sour duty. Otherwise, I don't think you can fight it.
