I took my drivers test yesterday for the 11th time. I have a different guy this time around. He was really rude to me give or take a few everything I did on the road and after he bungled me. Can he acually do that?

Well the rudeness be probably just his opinion of yourself. If he failed you base on the fact that he didn't approaching you, well demonstrably they can't do that.
