Answers: on a lot of ancient cars when you put your window wipers on surrounded by the rain you could not drive prompt , because the faster you drove the car the slower the windowpane wipers went... as a result you had to slow down to bring in them go quicker to clear the peak ..hence no speeding in drizzling weather ..hope this helps and polite luck with exams
