I have been out surrounded by a heavy downpour and had to verbs over because there is no way I could see where on earth I was going plus the car be hydroplaning.
I have been out within a bad snowstorm (being from eastern Canada getting it a lot this year) all the same have never had to verbs over - for one thing people tend to slow down - even within a snow storm I can still see better than in a rain storm - plus unlike within a rain storm - during a snow storm you have the plows out to clear the roads so that it make them drivable. In a heavy rain downpour I own been in them where on earth I just feel approaching the car is almost wading thru the dampen.
So my preference is a snow storm over a rain storm - I can see better and find drivers will give somebody a lift more care on the road for the most slice.

could be either one, but I MUCH prefer snow than rain. I get the impression visibility (except in white-out conditions) is better with snow, especially at darkness because there is less glower.
