I was driving within the right lane of a Blvd going about 15 miles and hour. In the gone lane there be a car that be stopped, attempting to turn left, a van at the back the car swung out and hit me contained by the side just as I passed. The front right of his van hit me only just behind the front departed wheel okay. He says it be my fault because he have his turn signal on. I say it be his fault because I hold the right of way regardless of his turn signal. Who is right?
