Answers:    The answer is found contained by the 10th Amendment of the U.S. Constitution.

Notice the amendment:

"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved for the States respectively, or to the empire."

Therefore, the states have the power to kind traffic laws because the Constitution does not right to be heard anything about traffic law.

Because it's a state responsibility. Regulations in congested eastern states close to NY, NJ, PA, etc wouldn't be practical in the huge open spaces of the western states, resembling CO, AZ, NM, etc., for one reason.
