I live in a small town contained by the south, and there's about one and the same amount of black people as white. I spend a few hours a hours of daylight on the road on an average morning, and once or twice a month I'll see a black person driving near their hazard lights on. They're not speeding (as if contained by an emergency), and there does'nt come across to be anything wrong with the vehicle (non functional brake lights, etc.), they're lately driving along normally. Once surrounded by a while I'll see someone (of any race) with their hazard on, but they seem to be within a hurry like there's an emergency or something, but i've simply seen black general public driving normally next to them on. I was purely wondering if anyone had any insight into this.

2 they give the impression of being to put them on in the precipitation and drive 25 in the nippy lane (pull your dumb(a)ss over if you cannot drive in the rain)
