Why is undertaking dishonest?

I am curious as to the rational down why undertaking is illegal.

For example if you enjoy a dual-carriageway with a national speed time limit applied and on the outside lane someone is traveling at 50mph and the inside lane is unobstructed, then why is it unsanctioned to travel at the speed limit on the inside lane, thus by non-attendance undertaking the car that is to say traveling 20mph below the permitted limit?

I assume nearby is some reasoning behind this, but cannot expect of what it may be!!

Answers:    I quite agree near you on this, Over/undertaking involves the use of changing lane, whereas what you suggest is merely passing, which is allowed in the highway code, i.e when the lane to your right is moving slower than you, you may pass on the gone.

Rule 139 as I recall.

How would you counter?


"Keep vanished unless overtaking." I'm sure that's still in the highway code somewhere...? The human being in the outside lane is cause an obstruction, and committing an offense.
